Default ? about Traffic citations

Is "Failure to follow traffic control" considered to be a moving violation or not? And what about "logbook not current"?
Got the FFTC when I got hung out in the left lane going west into Albuquerque. The trooper was just WAITING for a drvr 2 screw up.

I would assume this type of ticket would be for not following things like:

All trucks use left/right lane
Being in a lane that is a right turn only lane and going straight or vice versa.
Temporary warning, traffic control signs

I sure there are many more that would / can fall into this category

Catch all for not obeying a posted sign or traffic light. Could be running a stop sign, turning right on red when posted not to, etc.

Yes, those would be included. Blowing a scale and the trooper opting to give you a financial break by giving you one of these would fall into that category as well. It COULD have cost $700, but, instead cost $101. (Spokane scale going in2 WA)

Default Thing is though...

The WA trooper who gave me that said it would NOT be considered a moving vio. Wonder why? Maybe that only goes for WA?

By the way, thanx 4 your responses.
