no it's is for PADLOCK on outside of trailer doors. our load is secure on the inside of trailer.

I'd just chock it up a California law. I've never seen anything in the regs requiring a lock.

And here I've been pulling 34-40 tons of ammonium nitrate without even realizing I needed a padlock.

Default CA law all hazmats must have a padlock

CA has a law where all HAZMAT loads must have a padlock on them just fyi!

When I checked into hauling Hazmat with California they told me the lock was a state law and it had to be something other then a pad lock like a heavy duty warlock and it's a $150 Annual permit to haul hazmat in that state.
