What don't you understand?
So, is it a ticket for speeding (eg. 60mph in a 55mph) while passing another slow vehicle or a ticket for impending traffic(eg. car speed limit is 70mph)? Or both? Is it possible to get a ticket for both?

Maybe it's don't move over a lane for someone to merge or for a disabled vehicle on the shoulder?

Or, is if cruising above the speed limit, then stay in the right lane? And this is okay?!?

I am sorry, what do you mean by your statement?
