I plan on contesting the revaluation. We shall see if it works. There was something on our local news about them wanting to increase property taxes. This may be the way they decide to do it rather than increasing the rate factor. I don't have anything from my bank that states the value has gone down. They just canceled a home equity line of credit that I had and the reason they gave was that the value declined below the equity line of credit. They never put anything in writing. The only way that I found the line was canceled was when I received a notice from my credit monitoring service that my credit score had dropped due to them canceling the line of credit. Go figure.
