Default Special Authority required for Quebec?

Little embarrassed I don't know this but we don't get into Quebec much. My permit service mentioned something about having to pay a $350 yearly fee for a Quebec operating authority before I can go in there. Can anybody shed some light on this?

That's a big commitment just for a few loads per year.

There's nothing special in my liscencing book for Quebec, and my company runs there often.

Don't quote me though!

Yep.
Maybe I'll call another permit service.

Update: I called the Quebec DOT. Since Jan 06, Quebec no longer requires a special authority. Thanks to all that replied.
