cooling sys. is this normal ?
after fixing a small leak in a hose & replaceing lost antifreeze the next day i checked water tank in back of truck. water was right at top. figured a lil too much so i drained some out of drain on radiator. the truck was at operating temp & the water in tank was hot. could put my finger in & not get burned. it did not bubble out when i took cap off, but it was hot. but.. the water that came out of rad was not even luke warm. more like room temp. i just came off interstate from a 100 mi run & did this soon as i parked, no letting cool down. so my question is... is it normal to have such opposite temps' at rad & water tank ? t.y.

No, when you removed the rad cap from a cooling system at operating temp, the coolant should have been under pressure.
