Default are quarter fenders required

As the title says, is it mandatory that a truck have quarter fenders? I had an inside front drive tire blowout last trip and it took out my quarter fender. It left the mounting post intact, but peeled the stainless steel like tinfoil. Pissed me off that I just kicked the tires 20 miles earlier. I want to put half fenders on the truck next year, but in the mean time is it legal to run without it?

I realize without it that rocks will hit the back of my cab, but that quarter fender sat a few inches ahead of the trailer and the back of my cab is already marked up anyways.
